Law on Animal Welfare was passed today

A big step for the welfare of animals in our country was achieved today

The Ministry of Agriculture, Rural Development and Environment welcomes with particular satisfaction the vote today by the House of Representatives, the amending Bill on the protection and welfare of animals. The bill was prepared by the Ministry and approved by the Council of Ministers after extensive consultation with all stakeholders, with the aim of achieving the maximum possible consensus.

This Bill puts the welfare of animals in our country on a new basis, since it introduces important provisions: 

– The penalties for animal cruelty increase significantly, from 1,700 euros to 10,000 euros in case of first conviction, and from 3,400 to 20,000 euros in case of second or subsequent conviction. 

– The new Bill gives the power to the competent authority to immediately confiscate an animal and entrust its care to another suitable person, without lengthy court proceedings. 

– From now on it is forbidden to tie a dog or cat, except in cases of temporary tying of a dog in a public place or during a walk. 



– From now on it is forbidden to keep a dog or cat on terraces, balconies and terraces, conditions that left the animals isolated and exposed to the weather. With regard to dog kennels, the Ministry is committed to preparing special Regulations that will specify the minimum requirements that these spaces must meet. 

– Animal protection mechanisms are strengthened, through the institutionalized cooperation of state services, private veterinarians and animal welfare organizations that will participate in the Pancyprian Animal Welfare Coordinating Committee and the District Animal Welfare Committees. These Committees will support and advise the Ministry in promoting new animal welfare policies and programs. 

– From now on it is forbidden to keep marine mammals (whales, dolphins, seals) in captivity, e.g. dolphins. 

The enactment of the Animal Welfare and Welfare Act adds to a number of other government policies and actions that put animal welfare issues on a new footing. The effort of the Ministry in this direction will continue in cooperation with all stakeholders.
